Why it wasn't imported
Bradford Council's own local administration of the Blue Badge parking permit scheme (Team Revenue and Benefits Service, Britannia House). The actual application process is the same national GOV.UK Blue Badge scheme already imported ('Apply for a Blue Badge parking permit', tagged National) - families apply the same way regardless of council. Same duplicate-service-architecture question already flagged in this project's history for Blue Badge specifically (see CLAUDE.md / wiki) - not re-litigated here, just not duplicated.
